Using weapons purchased from private dealers at a gun show, Dylan Klebold and Eric Harris killed 12 students and one teacher and wounded 21 others. On a conference call with medical professionals on Thursday, the U.S. Centers for Disease Control (CDC) reviewed procedures for dealing with the H7N9 bird flu virus and urged American hospitals to be on the lookout for patients exhibiting flu-like symptoms who might have come into contact with the virus recently. Today, Secretary of State John Kerry told the House Foreign Affairs Committee that he wasn’t touching the Keystone pipeline decision with a ten-foot pole: “I am staying as far away from that as I can now so that when the appropriate time comes to me, I am not getting information from any place I shouldn’t be , and I am not getting engaged in the debate at a time that I shouldn’t be,” Kerry told the House Foreign Affairs Committee on Wednesday. Right now, Kerry has the State Department’s Draft Supplemental Environmental Impact Statement, but if that is all he information he relies on, he won’t get the full picture. While he will see that the project will only bring 35 permanent jobs , which is true, he would also see almost no discussion of the pipeline’s impact on the climate

According to a new Johns Hopkins University School of Medicine study , doctors who know the cost of the medical tests and procedures that they perform tend to choose to do fewer of them then those who don’t. That ends up sparing patients from unnecessary testing and preventing Medicare from paying unnecessary reimbursements.

Scientist : “The Antarctic Peninsula has warmed to a level where even small increases in temperature can now lead to a big increase in summer ice melt.” Credit: British Antarctic Survey A new study finds “a nearly tenfold increase in melt intensity” on the Antarctic Peninsula in the last few hundred years. Here’s the most worrisome news from this 1000-year reconstruction of ”ice-melt intensity and mean temperature” published in Nature Geoscience : The warming has occurred in progressive phases since about AD 1460, but intensification of melt is nonlinear, and has largely occurred since the mid-twentieth century . Summer melting is now at a level that is unprecedented over the past 1,000 years.

Ally Robledo An Idaho Rosauers grocery store has filed trespassing charges against transgender woman Ally Robledo, banning her from ever shopping there. Her violation, according to Lewiston, Idaho Police Captain Roger Lanier, was “urinating while standing up”: LANIER: The store security officer said he had been dealing with a problem over a couple days with the person going into the women’s restroom and urinating while standing up .  A male subject who was using the female restroom, and that made some women customers uncomfortable because of the appearance that a male was using their restroom.

Oily snakes — or snake oil? Sure, you thought nothing good could come from ExxonMobil’s pipeline spill of some 200,000 gallons into the residential streets of Mayflower, Arkansas. After all, it was “low-quality Wabasca Heavy crude oil from Alberta.” And a technicality has spared Exxon from having to pay any money into the fund that will be covering most of the clean up costs — a 1980 law ensures that diluted bitumen is  not classified as oil .

Right-wing media outlets are criticizing the Washington attorney general for enforcing non-discrimination laws against a florist who refused to offer her services for a same-sex wedding. Washington State Attorney General Bob Ferguson filed a  lawsuit  on April 9 against Arlene’s Flowers and Gifts, a florist that refused to supply flowers for the wedding of a same-sex couple due to her religious beliefs. According to the lawsuit, the florist violated the state’s Consumer Protection Act, which prohibits businesses from discriminating against customers on the basis of sexual orientation

Last November, Wisconsin was able to run a fair election unmarred by one of the Republican Party’s favorite voter suppression tactics because two lower courts struck down the state’s unconstitutional voter ID law , and the conservative state supreme court repeatedly refused requests to take up the case before it winds its way through the normal appeals process. Now, a group of Wisconsin Republicans are pushing legislation to ensure that something like this never happens again : Since 2011, circuit judges have blocked all or parts of laws backed by Republicans that required voters to show  photo ID at the polls, limited  collective bargaining for public employees and expanded the governor’s power over  administrative rules .

Early Thursday morning, gun violence survivors and families of victims finally finished reading the names of all the people who have been killed by guns since the Sandy Hook Elementary School shooting. The list of over 3300 people took 12 hours to read. The Newtown Action Alliance organized a reading at Edmond Town Hall in Newtown while other groups read outside the Capitol as a “filibuster” of the filibuster by 13 pro-gun senators that was finally defeated Thursday morning.

On Thursday, gun reform proponents overcame a key hurdle in the Senate after 68 senators — including 16 Republicans — voted to proceed to a comprehensive package that expands background checks for gun purchases, increases penalties against gun trafficking, and invests in school safety. President Barack Obama’s budget proposal for fiscal year 2014 would eliminate $39 billion of special tax breaks for Big Oil companies over the next decade as part of comprehensive business tax reform. These companies earned billions of dollars in recent years due to high oil and gasoline prices and do not need additional support from taxpayers. These tax breaks emerged over the past 100 years to help the then-nascent industry develop, and they relieved the oil and gas industry of $466 billion in tax payments to the federal treasury between 1918 through 2009, according to DBL Investors .

President Obama will today release a sweeping budget proposal that is aimed at reaching a grand bargain with House and Senate Republicans on the nation’s long-term debt and deficits. The budget, as expected from reports last week, largely mirrors the compromise offer Obama made to Republican leaders during fiscal cliff negotiations at the beginning of the year, as it seeks investments aimed at spurring economic growth and new revenues in exchange for cuts to both domestic discretionary spending and entitlement programs. The Obama budget replaces the automatic budget cuts — sequestration — that went into effect on March 1 with a total of $1.8 trillion in deficit reduction achieved through a mix of spending cuts and revenue increases, and it also includes many of the administration’s priorities, including stimulative investments, funding for a universal preschool program, and an increase in the minimum wage to $9.00 per hour
